A planned city on the hills

Laguna Niguel has almost no old housing. The first tracts went in during the 1960s and early 1970s along Crown Valley Parkway and in the neighborhoods near the Laguna Niguel Regional Park, built slab-on-grade with cast iron under the house and clay or early ABS to the street. The bulk of the city, from the slopes above Alicia Parkway to the ridges toward Aliso Viejo and the coast side toward Monarch Beach, was built from the late 1970s through the 1990s on ABS and then PVC laterals, almost all under homeowners associations. The city incorporated in 1989, after most of it was already built, and a few newer pockets have gone in since on modern PVC.
